Qualifications:
A Master's degree in computer science, information technology, information management systems, network and telecommunication, software engineering, or cloud computing (or other ICT-related fields) from a well regarded local or foreign university accredited by the HEC.
EXPERIENCE:
Three (3) years of minimum relevant professional experience in the public or private sector.
Professional qualifications for the candidate should consist of the following:
i. Knowledge of the laws, rules, regulations, policies, and regulatory framework pertaining to the IT and telecom sectors at the national and international levels ii. Proficient writing and editing abilities
iv. Reporting and Analytical Skills
iv. Comfort with social media monitoring tools v. Capability of Working in a Group Setting vi. Excellent Presentation and Communication Skills
vii. Capacity to draft a policy summary

AGE LIMIT:
Maximum will be determined on the application deadline in accordance with government policy on the Special Professional Pay Scales, which is subject to periodic amendment.
DURATION:
The Research Fellow, SPPS-IV Scale, will be appointed on a contract basis initially for a two-year period that can be extended for an additional two-year term based on performance outcomes and the general requirements that apply to appointments against positions of Special Professional Pay Scales (SPPS) that are already issued or will be issued from the Federal Government's Establishment Division from time to time.Disqualification:
A candidate for appointment as a Research Fellow on the SPPS-IV Scale may not be one of the following:a) Has been or is being dismissed from service due to disciplinary actions;
b) Has been found guilty by a court of competent jurisdiction of a crime involving moral turpitude;
c) Was not or is not a Pakistani citizen at the time of appointment as a Technical Advisor, or during such appointment; or
d) Receives benefits under the National Reconciliation Ordinance, 2007 (LX of 2007).
MODE OF APPOINTMENT:
a) The appointment will be conducted in accordance with the guidelines for SPPS jobs.
b) The position must be posted on the Ministry's website, the National Job Portal, and at least two major national newspapers must carry an advertisement for the position.
c) To review the applications for placement before the Special Selection Board, an internal committee will be established and led by the Additional Secretary, MoITT.
d) In accordance with the Federal Government's SPPS Policy, the Special Selection Board, which selects candidates based on the Special Professional Pay Scales, will suggest a candidate or candidates for appointment, subject to the authority's approval.
b) The position must be posted on the Ministry's website, the National Job Portal, and at least two major national newspapers must carry an advertisement for the position.

JOB DESCRIPTION:
Reporting to the Minister-in-Charge/Minister of State and the relevant Secretary, the Research Fellow, SPPS-IV Scale will be in charge of working with the Ministry of IT and Telecom and its affiliated Departments, Organizations, Companies, and Affiliated Organizations to complete the following tasks:
i. Research on regional and worldwide best practices in the telecom and IT sectors, with an emphasis on nations with comparable socioeconomic backgrounds.
ii. IT-related data gathering and analysis, trend analysis, and forecasting; study and comparison of important IT and telecom indicators
iii. Drafting policy papers and project documentation.
iv. Monitoring and following up on MoITT's major efforts.
v. Developing policy briefs
vi. Data collection and analysis.
vii. Any other duties that the Ministry assigns
